Can you send me an example of stabilizing straps for non-trailer loads. I intend to use the Curt 1-1/4 hitch 2000 New Beetle for a platform style bike rack Thule 917XTR rack + 2 bikes = ~110 lbs

Yes, the stabilizing strap you will need is the Curt Bike Rack Strap with Cambuckle, # 18050. I have added a photo detailing how the strap is normally used on bike racks.
On the Thule T2 Pro XTR Platform Rack, # TH23JV, you will need to run the strap down to the main support tube at the center of the rack, and then back up to the trunk lip or other suitable location.
For your 2000 VW Beetle you will need to check the owners manual to be sure the bikes and rack do not exceed the weight limit for your vehicles frame or the 200 pound tongue weight capacity of the Curt Hitch, # 11066.
