are there holes already pre-drilled on the base for mounting?

Yes, the Hollywood Racks Truck Bed Bike Carrier # HRT970 referenced in your question does feature two outer holes on its base for a bolt-on installation. The mounting holes are spaced apart 3 inches, center to center. The necessary hardware is not included.
