my axles are already under the springs. Any other ideas?

The best thing you can do is use an over-under conversion kit # K71-385-00, which is for 3 inch round axles and is for use with double-eye springs only. This is commonly known as "flipping the axle" though what it actually does is moves your leaf trailer springs to the top of your axle. The amount of height you'll get is going to be your axle diameter and the thickness of your springs. I've added a link to a video review on this kit for you to take a look at.
