Can I use a strap rather than a cable on thed11011 or is there a similar model?

The Dutton-Lainson Worm Gear Hand Winch with Hex Drive Handle # DL11011 referenced in your question is designed specifically for use with a cable like # DL24100. A strap cannot be used with this particular model winch.
For a similar style, worm gear hand winch that is designed to be used with a strap, I recommend the Dutton Lainson # DL11002. This has a slightly larger capacity of 2,000 pounds when compared to the model you were looking at and can be used with the winch strap # DL24242.
