It is easy to figure whether a hitch accessory like the etrailer Cargo Carrier # e98874 will fit well at the rear of a vehicle like your 2007 Jeep Wrangler that has a rear-mounted spare tire. All you need to do is take one simple measurement. Please refer to the linked article which shows how to measure from the hitch pin hole to the rear edge of the spare. This measurement tells you the clearance you need from the accessory carrier.

The etrailer Cargo Carrier # e98874 will need just over 9-1/2-inches of room from the hitch pin hole when folded up in its storage position in order to avoid contact with the tire.
