do the tie downs come with the turn buckets or are they extra ?

The TorkLift Custom Frame-Mounted Camper Tie-Downs referenced in your question ( # TLC4204 for the front and # TLC3215 for the rear) are confirmed to fit your 2017 Chevy Silverado 2500 with an 8 foot bed, a board/step underneath the truck bed and a factory trailer hitch. These custom-fit tie-downs include the inserts, frame brackets and hardware, but do not include turnbuckles.
We do have turnbuckles available from Torklift and they come in various styles. Each kit includes 4 lockable turnbuckles that have a 25 to 43 inch reach. The keys and locks are also included and everything has a lifetime warranty.
For Gray you will use # TLS9522-2-LK, for Black you will use # TLS9529-2-LK, and for Polished Stainless Steel you can use part # TLS9526-2-LK.
