Expert Reply:
Trailer brakes should not lock up for safety reasons as you stated. I recommend using the brake controller adjustment to get your brakes to apply aggressively for an emergency stop situation, but not lock up. The factory brake controller will be adjustable, but may not have the same capabilities as an aftermarket controller. If your adjustments cannot get the brakes to function without locking up, I recommend changing out your brake controller to the Tekonsha Prodigy P3 # 90195 which will give you the adjustability/versatility needed. Your ABS brakes should not effect the braking function of your trailer.
