The description states Because this bike rack has a threaded shank, it is not compatible with standard hitch locks. Is C18087-FB compatible with any threaded hitch locks such as SR25219 or any other similar? Thank you

There isn't a confirmed threaded hitch lock that works with the Curt bike rack # C18087-FB so what I recommend to secure it and the bikes to the hitch is a hitch lock # e98891. It is also possible to use a very small pad lock through the hole at the end of the threaded hitch pin if you wanted to.
