Video for 2016-17 Tacoma Curt hitch receiver installation shows guy using a fishwire and spring to position carriage bolts. Are these included in the hardware?

Yes, the bolt leaders/fish wire come with the part # C13264. I attached a picture that shows everything that comes with this hitch as well.
