How and where would stabilizing straps need to be attached for a thule roadway 4 bike rack? using the 11468 hitch on a prius?

You would attach a stabilizing strap like the Curt Bike Rack Strap with Cambuckle, # 18050, to the T where the upright bar meets the cross bar that holds the bike rack arms on the Thule bike rack. You would then attach the rubber coated hook on the end of the strap to the metal trunk lip on the vehicle and tighten the strap. You do not want to put undue stress on the lip when tightening the strap.
The Curt Class I Hitch, # 11468, and your 2008 Toyota Prius are not designed to carry 4 bikes on a bike rack, the vehicle and hitch are limited to 2 bikes. The added weight and torque from the bikes placed farther out on the rack would overload the hitch or vehicle frame causing damage.
