What you will want to do to start is the 60/40 split, or 60 percent of the length to the front of the axle and 40 percent behind it. You will also need to determine the trailer's weight and the tongue weight of the trailer, which will be easier to do if you have a mock up of your trailer.
I have added a photo with an equation on it that will guide you in the process so you can get the axle in the right spot for your 24 foot pontoon.
