Question:
Is there a 2inch receiver with a 2inch ball with a safety latch like a pintle hook to keep the trailer from coming loose?

For a ball mount like you are seeking, I recommend the Convert-A-Ball Cushioned Pintle Hook Combo w/ 3 Nickel-Plated Balls - 2" Hitches - 16,000 lbs # PH2. This isn't intended to keep the coupler attached like you referenced, as that is what the coupler latch is intended to do, but it can work in this way if you have a shallow enough coupler.
Another option for a similar fit is the Curt Pintle Hook with 2" Ball - for 2" Hitches - 10,000 lbs/16,000 lbs # C48007.
