I currently own a 21foot bass boat that uses safety cables. I recently purchased a Chevrolet Silverado 3500. The S hooks are too small to fit in class V hitch. What options do I have to replace the S hooks?

A smaller S-hook like the Curt # C81830 can indeed be too small for the sturdy safety chain loops on a Class V hitch like # C15860.
