How to measure for correct storage cover? Box length or overall length? Spare, Ladder, and tongue included?

When measuring for a trailer cover you want to measure from the front of the trailer box, not the tongue, to the rear including anything that is attached to the rear. This will include a spare or a ladder at the farthest edge at the rear of the trailer.
