If I only want to attach a cargo holder or a bike rack can I use the 75685 hitch? I will never be towing a trailer .

We do have a trailer hitch for your vehicle, however, the Draw-Tite Hitch Reciever, part # 75685 is not a confirmed fit for the 2007 Lexus GX470. It is designed to fit the GX460 from 2010 to 2017. Hitch receivers are designed for specific vehicles and shouldn't be used on vehicles they aren't intended for.
Instead, I recommend the Curt Class III Round Tube Receiver, part # 13445. This will provide your vehicle with a strong mounting point for whatever you'd like to carry.
For a bike rack, I recommend the Thule Helium Aero 3-Bike Rack, part # TH9043PRO. This lightweight rack includes an integrated bike and hitch lock that improves the security of the rack.
If you're looking to carry a women's, step through, or aggressive frame bike, I recommend that you purchase a Swagman Frame Adapter, part # 64005. This will allow these bikes to ride parallel to the ground, limiting the risk of damage to the bikes from sway or ground contact.
As to a cargo holder, you have a wide range of options. A newer, unique option that can do a lot if you're looking to carry general cargo is the Carpod Walled Cargo Carrier, part # M2205-01-02 . This walled carrier includes a road bag for the carrier, and is an appropriate cargo carrier for general supplies and cargo for your trips.
I've included videos of the bike rack and the carrier below for you to get an idea of how these parts work on the rear of a vehicle.
