Yes, both the etrailer.com Electric Trailer Brake Kit - Self Adjusting # AKEBRK-35-SA and Manual Adjusting # AKEBRK-35 referenced in your question include pre-installed mounting bolts. These are 10 inch brakes and both kits also include the left and right hand assemblies.
I recommend going with the self-adjusting kit, as these will require no periodic manual adjustments, which will make for an easier setup on your trailer. I have attached a short video demonstration for this kit so you can see exactly what all is included.
