I do have a couple possible solutions for raising your pontoon trailer, however increasing the shackle strap size will not be your best option.
A more efficient way for raising the suspension on the trailer will be to use longer hangers. Unlike increasing the length of the shackle straps, using taller hangers will give you a lift on both sides of where the axle mounts. I have attached a link that will take you to our available selection of hangers that you can look through.
Another great option is an Over-Under Conversion Kit like # K71-385-00 for 3 inch axles or # K71-384-00 for 2-3/8 inch axles. This kit will allow you to move the trailer leaf springs to the top of the axle, essentially lifting the trailer the diameter of your axle plus the height of the leaf spring stack.
I cannot be sure if either of these methods will raise your trailer to the needed height to upgrade to a 13 inch tire. You will want to measure to ensure you will have enough space under and around the wheel well for proper clearance once the trailer is lifted.
