Why Is The Lug Nut Plate Not Already Attached To The Unit Or At Least Pre-drilled?

What is the logic of having a customer drilling and tapping the hole? Why not sold as a completed unit?

The Club Tire Claw XL Wheel Lock with Lug Nut Protector Plate # WI491-491LNP does not have the hole drilled and tapped because it is a universal fit. If the plate were already mounted in place it would limit the fit on certain tires. The plate is not required to be screwed into position in most cases as the location of the claw and the plate on the tire would prevent removing it or repositioning it. I've attached some videos of the installation for you.
