I spoke with my contact at Yakima regarding the Replacement 1-1/4 Inch Tongue for Yakima HoldUp Bike Racks # 8880581 referenced in your question. She stated that the only additional hardware that will be needed to install the tongue is the existing screws on your HoldUp Bike Rack. You will not need any additional hardware to properly install this replacement part.
This can be used to replace the tongue on the 1-1/4 inch HoldUp Bike Carrier or to convert the HoldUp for 2 inch hitches for use with a 1-1/4 inch hitch.
