What kind of system do I need to carry one or two Kayaks, up to 16 feet, on my 07 Toyota Highlander with factory roof rack and crossbars while towing a camper on the hitch?

The Yakima Jaylow part # Y04073 would be a perfect fit for your application. It is a confirmed fit for your 2007 Toyota Highlander with factory crossbars and can carry up to 2 kayaks. With one kayak you can use it as a J-style kayak, or if you want to carry 2 you can adjust the back of the carrier to be vertical and then carry 2 stacked on their sides.
