Flat towing and all four on the ground is the same thing. You can flat tow your 2016 Ford Explorer Sport. Here is a list of the components I recommend for this application.
For your base plates, I recommend the Roadmaster EZ4 Base Plate Kit - Removable Arms # RM-524445-4. I recommend using the Roadmaster Falcon 2 Tow Bar - Motor Home Mount - 2" Hitch - 6,000 lbs # RM-520 along with the safety cables # RM-643.
For your tow bar wiring, I recommend the Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267. This will use your factory wiring and protect it while also giving you a clean look and connection point. This will give you 12V function as well because your Explorer Sport requires the battery be disconnected for towing it. I recommend using the Roadmaster Automatic Battery Disconnect with Switch for Towed Vehicle w/ Supplemental Braking System # RM-766 for an easy disconnect with a switch on your dash.
For your supplemental braking, I recommend the SMI Stay-IN-Play DUO Supplemental Braking System - Proportional # SM99251. This system only needs to be adjusted at install and then becomes a plug and play system. It is extremely reliable and easy to use. It is our installation team's favorite.
The last thing you need is a high-low adapter. I've attached an article as well as a link to your options so you can get the right part for your specific application.
