I cant get a lift kit for the axles I have because they are mounted with a Norco bracket. I want to go to 14 inch tires, so what choice do I have but to order new axles with the ability to have the lift kit?

Because you have axles mounted with a Norco bracket, you will not be able to lift your axles. You can increase your tire and wheel sizes to give you a little extra height within the limits of your current system.
My recommendation is to change your axles out and use the Timbren Heavy-Duty Axle-Less Trailer Suspension - 4" Lift Spindle - Regular Tires - 3,500 lbs # ASR35HDS05. This will lift your axle 4 inches and give you the Aeon Rubber suspension. If you prefer a 2 inch lift, you can use the Timbren Heavy-Duty Axle-Less Trailer Suspension - 2" Lift Spindle - Off-Road Tires - 3,500 lbs # TASR35HDS06. These systems allow you to use drum brakes or idler hubs.
