I need to flat tow my 1999 Chevy Venture behind RV manual front wheel hubs, or put in neutral and go?

According to your owners manual, your 1999 Chevy Venture needs to have the transaxle in Neutral, the parking brake released, the ignition key in OFF position and steering wheel clamped in straight ahead position , with a clamping device designed for towing service. Do not use the vehicle's steering column lock for this. (page 5-9 of Owner's Manual)
For that clamp, I recommend the Pedal to Wheel Vehicle Lock by Club # WICL303RED.
