Our trailer has a 4x4 inch bumper. We have an aluminum cargo carrier on which wed like to carry a Barker 25 gallon Tote Tank portable waste water hauler that weighs 32 pounds. Is this the right hitch receiver for this application?

As long as the 4 inch square bumper on your 2017 Starcraft Satellite 17RB travel trailer is made of steel and welded its entire length then you would need hitch # UF35-946402 because it is the model for 4x4 inch bumpers. I have linked a video of this hitch for you.
The combined weight of your carrier and the tote tank isn't very much but you will still want to check the trailer literature to make sure that the bumper is rated for carrying weight and. if so, the amount of weight it can handle.
