The two bikes racks you referenced are both compatible with the 1-1/4-inch Class I hitches offered for your 2016 VW Beetle Convertible, such as the Curt # C11354. You would also need a stabilizer strap like # 18050.

In general, the USA-made Thule T2 Classic # TH9045 is a more solid product, as one would expect given that it costs roughly twice the price of the Swagman XTC # S64670. It also weighs a lot more at 50-lbs, as compared to the 30-lb weight of the Swagman XTC.

When loaded with your two bikes the better vehicle-to-rack clearance will come with the T2 which offers 18-inches from its hitch pin hole to the nearest bike rail. Other important differences between these two racks can affect a bike's fit on the racks and these may also matter for your specific bikes:

-Maximum compatible tire widths are 2-1/2-inches for the XTC versus 5-inches for the T2.
-Maximum bike wheelbases are 66-inches for the XTC and 48-inches for the T2.
-Maximum total combined bike weight allowed is 70-lbs for the XTC and 100-lbs for the T2.

One other important different is that the XTC shank has 3-inches of rise while the Thule has about 10-inches, to provide better ground clearance. On a low-sitting VW Beetle Convertible this could be a big deal if you have a steep driveway entrance or like to bike in places where you may have to drive on an uneven dirt road.
