S64027 Can I use it with: Hollywood Racks Trail Rider 2-Bike Rack, Platform Style - Frame Mount Item # HR200?

I do have a solution for you, however the Swagman Locking Anti-Rattle Threaded Hitch Pin # S64027 referenced in your question is designed specifically for the threaded shank on Swagman Bike Racks.
For your Hollywood Racks Trail Rider 2-Bike Rack # HR200Z, I instead recommend using the Anti-Rattle Hitch Lock and Cable Lock # HRLHPT. This anti-rattle hitch lock is confirmed to fit the Hollywood Bike Rack and will work great at both reducing movement and protecting your investments.
I have attached a short demonstration video on this product for you to check out.
