Im looking at a towing set up fro my Mazda 2016 1/2, CX-5 Mostly small trailer and a double bike rack. But I will need to pull a small U haul at least once. They say the optimal height to the top of the ball is 19 inches. If the top of the 1 1/4 receiver is 14 inches off the ground what kind of off set do i need.

When choosing the correct rise or drop for a ball mount to use on your 2016 Mazda CX-5, you will just need to take two measurements, which it appears have already been taken based on the information you provided in your question. One measurement from the ground to the top of the trailer hitch receiver on your vehicle and another from the ground to the bottom of the coupler on the trailer. If U-Haul is stating an ideal hitch ball height of 19 inches, then I am assuming on their trailer there is a measurement of 19 inches from the ground to the bottom of the coupler.
So in order to tow level with your trailer hitch that sits 14 inches off the ground, you will want a ball mount with a rise of around 5 inches. For this particular trailer, a ball mount like the Curt Class II Drawbar with a 5 inch rise # C45014 will be a good option. This ball mount is compatible with Class II, 1-1/4 inch trailer hitch receivers. For a compatible hitch ball, you can use the Curt # C40018.
