The Curt cargo basket # C18115 doesn't have a vehicle roof rack fit list so you have to go by the size and spread of the bars it will fit and compare that to your 1999 Subaru Forester. The basket mounting hardware will fit roof rack crossbars up to 3 inches wide and 1-5/8 inches tall. And the bar spread from the center of one bar to the center of the other bar would have to be 15, 22, or 29 inches but can be slightly off from those number if the crossbars are less than 3 inches wide.
