What is the minimum rise including the average ball for this part? My SUV height at the top of the hitch is 14 1/8 inches and the trailer I am to tow needs about 16 to 17 inches.

The minimum rise for adjustable ball mount # CAB-UM is approximately 2-1/2 inches. But unless you tow multiple trailers and need the adjustability of this ball mount I recommend a fixed ball mount with between 2 and 3 inches of rise.
Covert-A-Ball has # AMSC4HD or # AMSC4, both with a 2-3/4 inch rise, if you want a cushioned ball mount. If the ball mount does not have to be cushioned we have # C45155 which comes with a 2 inch ball installed and with a 2-1/4 inch rise.
The ball is not factored into the rise or drop of a ball mount because the coupler will completely cover the ball negating its height. The only exception is if a high rise ball is used.
