Question:
I put a 7 pin trailer hookup on my 03 ford ranger with a break controller. My right turn signal has my lights looking like flashers.the truck came with a 4 pin. I cut it off and tapped on those.

I have attached a drawing that shows how wiring should be run when installing a brake controller and adding a 7-way wire harness to a vehicle.
For your 2003 Ranger we recommend using part # ETBC7 for the wiring when you go from a 4-way to a 7-way. The # ETBC7 kit includes the circuit breakers needed and also includes a circuit tester to make sure you are using the correct wires. If you do not have one, I recommend a circuit tester like part # PTW2993.
It sounds like you may have a short in the wiring somewhere or a problem with the ground. Check all of your wiring and make sure there are no breaks or bare spots in the wiring and no kinks or sign of damage. Check the ground wires on the lights and in the trailer harness wiring to make sure they are secured to clean metal surfaces. Then check all of the connectors for any signs of corrosion or damage.
