Yes, your 2016 Ford Explorer can be flat towed. I recommend starting your system with the Blue Ox Base Plate Kit - Removable Arms # BX2668. I recommend using Loctite Threadlocker # LT37420 for this installation.
For a tow bar, I recommend the Blue Ox Alpha Tow Bar - Motor Home Mount - 6,500 lbs # BX7380 which comes with the safety cables you need.
For your vehicle wiring, I recommend the Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267. This will give you a nice clean connection at the front of your vehicle as well as give you great functioning of your vehicle tail lights while protecting your electrical system.
For the braking in your vehicle, I recommend the Roadmaster InvisiBrake # RM-8700. This system once installed doesn't need to be removed, adjusted or reactivated. The system connects to your RV and engages the car brakes when the brake lights illuminate. This system charges your battery when you are towing, so there is no need to disconnect the battery as long as the running lights on your Explorer are on while being towed. You will need # RM-751000 if you don't have adjustable pedals.
