To install a brake controller on your 1998 Toyota Land Cruiser without a factory wiring harness, I first recommend the Curt T-Connector Vehicle Wiring Harness with 4-Pole Flat Trailer Connector, part # C55365. The T-Connector harness connector will plug directly into existing wiring so cutting or splicing is not required. Once installed, this will provide a 4-way trailer connector on your Land Cruiser. I have attached installation details for your review.
Keeping the module inside your vehicle is possible, but it will require some extra steps. All of the connections needed to install the T-One Harness are outside your vehicle, so in order to keep the module inside, you will have to start inside and find a hole or opening or drill a hole so you can route the wires through to the outside and then connect the wires as indicated in the instructions. To have enough length to span this extra distance, you may need to cut the wires and splice in extensions. However, please keep in mind that doing this will void the warranty of the T-One Harness.
For a 7-way trailer connector, you will need the Universal Installation Kit for Trailer Brake Controller # ETBC7. This will include everything you need to install an electric trailer brake controller and 7-way connector.
Lastly, for a brake controller I recommend the Tekonsha Prodigy P2 # 90885. This is a great proportional brake controller that will apply to your trailer brakes the same force that you apply to them in your vehicle. It includes a digital display and continuous diagnostics. I have attached a video review of this brake controller for you to check out.
I have also included an extremely helpful article detailing how to install a brake controller from scratch.
