Question:

can i bolt the spring hangers on or do they have to be welded i was thinking long term if i want to service or replace then bolting them to the frame would make it easier to change down the road

You will want to weld the hangers of the Trailer Hanger Kit # AP202-H238. The holes you see are not designed to have bolts run through them. If you did run bolts they would most likely interfere with the spring and how it would sit on the hanger.

I would recommend you have a qualified welder do this for you. They would easily be able to move them again if needed.
