12 Volt and Reverse Light Circuits Not Working on 1999 Ford F-250 Tow Package

Fuse good new plug everything works but backup lights and 12 volt power

There are also relays associated with the reverse light and 12 volt circuits for the tow package wiring on a 1999 Ford F-250. There are also multiple fuses for each. If any one of them is bad or missing then that circuit will not work. The relays are in locations 38 and 39 in the fuse panel so those are the first to check.
There are also a fuses in locations 4 and 16 in the under hood panel and in location 28 in the in-cab fuse panel.
