Does Each Pack'Em Wheel Tie-Down Kit for Truck Beds and Trailers Fit One Wheel?

Your tie down kit ,is it on kit per wheel ? If so do u need two or four separate Kits for all four wheels. Thanks

The Pack'Em Wheel Tie-Down Kit for Truck Beds and Trailers - 30" Tires - 800 lbs, # PK-WTD, is one kit per wheel. The kit includes 1 polyester strap and 2 steel wheel chocks to secure 1 tire to your truck bed or trailer deck. For a 4 wheel vehicle, you can purchase 2 kits if you want to secure one axle or 4 kits to secure 2 axles. The weight of your vehicle or the use of your application may dictate if 2 or 4 kits are needed.
