Hi. Will these work on a 9,000 lb 4 bolt axle??

For a 9,000 lb axle with 4 bolts, you will want the Dexter Electric Brake Assembly, RH 12-1/4" x 3-3/8", # 23-435 and the matching left side assembly # 23-434. These are the only assemblies for the 4 bolt mounting plate and the 7 bolt plates are not compatible.
Unfortunately, the Electric Trailer Brake with Dust Shield - Self-Adjusting - 12-1/4" - Left Hand - 10,000 lbs, # AKEBRK-10L, is an example of the 7 bolt flange that is not compatible with your axle.
