Question:
So when the heater is installed do i have to take out a plug of some sort other wise how does it heat the coolant?

The Kat's Block Heater # KH11812 has different installation locations depending on the engine size of your 2013 Kia Forte.
If you have the Forte with the 2.4L engine, then the heater cartridge will be installed on the 2nd right rear hole in the engine block.
If you have the 2.0L engine the heater cartridge will be installed in the left front hole in the engine block.
The holes are pre-cast holes that the manufacturer has made in the engine block. You might have to clean the holes out before installing the heater. The holes can be clogged with dirt from everyday use of your Kia Forte. The heater will mount in a dry hole, meaning there is not contact with any engine coolant. The heater will radiate heat through the aluminum block to help in cold weather starts.
I have attached a diagram that will show the typically where to look for the mounting holes located in the engine block of you KIA.
