Would this be a good option for our Jayco 23xb? Looking to use for a cargo carrier and do not want to attach to bumper itself.

An adjustable frame-mounted hitch is a good choice to enable use of a hitch-mounted cargo carrier on your Jayco Ultra-Lite camper trailer.
We can help you with a hitch for frame widths as narrow as 18-inches all the way up to 77-inches and we offer both weld-on and bolt-on 2-inch types, including the Curt # C13701 that you referenced, which has a 2-inch height drop for installations where the RV exterior might otherwise block access to the receiver tube. This hitch fits frames from 18- to 51-inches in width and has the highest tongue weight capacity available for an RV hitch, 500-lbs. All such hitches are shown on the linked page.
The combined weight of your cargo and the chosen cargo carrier must remain within the hitch's TW rating. You will also do well to check with Jayco (using the trailer VIN) to confirm the weight capacity for a frame-mounted hitch. The trailer frame could have a different weight capacity; and the lowest-rated item always determines overall capacity.
