Will these chains, PWH2328SLC, fit a 2017 Ram 3500 dually on the outside drive wheel?

For your 2017 Ram 3500 that has 235/80-17 sized tires the Glacier tire chains part PWH2328SLC are discontinued. However you can use the Titan # TC2821CAM chains on any 235/80-17 tire, including a dually outside tire. I have also included a link to other chains you could choose from.
You do need to check the owners manual of your vehicle to determine if you have any tire chain restrictions as well.
