Why Does Curt Ball Mount part # C45112 Have Higher Capacity in Drop Position

Why does the towing capacity and tongue weight change when using the hitch in the rise position rather than the downward position?

If you look at the support bracket that is welded behind the ball mount platform of the Curt Ball Mount part # C45112 it provides more support in the drop position than in the rise. When in the drop position the bracket works to support ball mount and it's mainly the metal of the bracket that is doing this.
When in the rise position that bracket is really only adding the strength of the welds of the bracket to prevent it from bending down. That's why it has a higher capacity in the drop position.
