Im looking to get a product to help with sag under load in my 1999 Jeep Wrangler TJ. Is this the best product for me or are the bump stop upgrades a better choice?

The Timbren Front or Rear Suspension Enhancement System # TJFTJ, you referenced, are better for reducing sag that the bumpstops. The Timbren Active Off-Road Bumpstops # TABSJFTJ are more for off-road use than just to reduce sag when carrying a load.
However, the # TJFTJ is only compatible with the 4-wheel drive model of your 1999 Jeep Wrangler TJ. If you have the 2-wheel drive the AirLift 1000 Air Helper Springs # AL60811 will help you reduce sag.
With the AirLift springs you would also need a Compressor System, like # AL25592 to control the pressure.
