Yes, you are correct the Curt # D210 Ball Mount lets you hook up your trailer to your tow vehicle and offers you a 2 inch square receiver above it that allows you to carry hitch accessories while you tow with the ball mount portion.
This would be perfect for your Jet Ski and Bike Rack setup or Pop Up Tent and Bike Rack setup you mentioned. It's important to keep in mind that you do not exceed 750lbs of total tongue weight when using this multipurpose ball mount.
The ball mount will use a ball with a 1 inch diameter shank. Like the 2 inch ball # 63845 or the 1-7/8 inch ball # 19260.
