I have a 2004 Keystone Cougar 281EFS that has a sliding out tray in the rear. Will this hitch work if the tray is removed?

The Curt RV hitch part # C13702 is a universal fit trailer hitch that can fit trailer frames that are between 18 and 51 inches apart measured from outside to outside. If you have clear access to the frame with the tray removed and it fits the mentioned dimensions the hitch would work well for you.
For a hitch with a wider width range you would want the part # 13703 instead. This fits nearly all frame styles and has a range of 22 to 72 inches.
