The 1/2 inch bolts that attach the center section of the hitch to the legs should be torqued per the instructions linked below. If you need a torque wrench that covers that spec you can use # ALL944001.
Reese M5 5th Wheel Trailer Hitch # RP30928 is height adjustable from 14 to 18 inches and has a pin weight capacity of 5,000 pounds no matter how you have the height adjusted.
