Reverse axels on 28 Thor , Tahoe Toy hauler I need to make sure I orderd the correct part to reverse axels on it

You have ordered the over-under conversion kit # K71-385-00. This kit works with round axles that are 3 inches in diameter. If that is the size you have then this is the correct kit. One kit is needed per axle.
If you find that your axles are 2-3/8 inches in diameter then the correct kit is # K71-384-00 and you would still need 1 kit per axle. But you mentioned that you have a Thor toy hauler so it is unlikely that the axles are the smaller ones. But you never know until you measure!
