Is a Wheel Chock Needed for Every Wheel of a Tandem Axle Trailer

When using these do you buy a set for each tire as we have 4 or just one for each side

For use as a wheel chock you would only need to use two of the part # AM3604 to keep the trailer from moving. Securing each of the wheels would not be necessary.
