The first thing I would check is where the electric jack # JET-3555 is mounted because that is also where it grounds to the trailer. Make sure there is no corrosion between the jack and the surface it mounts to. With that cleaned up, the new battery, and the in line fuse still intact the jack should work. If it does not then it is likely a shorted switch.
You would have to take the cover off of the jack to access the switch wiring or the wiring directly to the motor. That way you can apply 12 volt power directly to the wiring, bypassing the switch. If the motor starts to run then you know it is the switch and not the motor. If the motor doesn't run then it is time for a new jack!
If you determine the issue is the switch then you can replace it with # UF38-75-1037 if it has toggle type switches.
