Yes, you are correct. The Roadmaster MX base plate # 4427-3A is a confirmed fit for the 2013 Ford Explorer Sport with 3.5L Ecoboost.
Some items you will need to complete your towing setup are:
a Towbar like # RM-520
a Wiring Kit for your Explorer Sport # RM-15267
a Braking system like # SM99251
Safety Cables like # RM-643
