It looks like you have all the parts listed you will need to put a 7-way trailer connector and install a brake controller on your 2000 Chevy Express Van.

There is one more part you could use and that would be the Draw-Tite Plug-In Harness, # 20127. This is a 12 inch long harness that will plug into the plug on the Tekonsha brake controller and give you the 4 pigtail wires that will be hardwired to your vehicle. Using this harness will allow you to plug and unplug your brake controller and not have to cut the plug off of your brake controller to hardwire it to your vehicle.

The Draw-Tite OEM Tow Package Wiring Harness, # 118240, is the correct wiring harness for your 2000 Chevy Express with factory tow package. It will plug into your connector located in the jack storage compartment and gives you a 4-pole flat connector at the rear of your vehicle.

You will need the Brake Controller 7 & 4 Way Installation Kit, # ETBC7, to hardwire your vehicle for installing the Tekonsha 9030 Brake Controller, # 39510. The # ETBC7 will include an adapter that will plug into your new 4-pole flat connector at the rear of your vehicle. The adapter will give you both a 4-way and 7-way trailer connector at the rear of your vehicle and the remaining wires will be hardwired to the vehicle.
