Sounds like you are looking for a mounting option for your rail management system that doesn't require you to remove the wheel of your bike for your 2012 Toyota Tacoma, instead of the fork mounted option that you were looking at from Rocky Mounts RKY1085.
I have just the item you will need to do that. The Inno Velo Gripper # INRT202 is designed to mount into the C-channel of your cargo management system. The Inno cradles will secure to your bikes frame as your bike rests on both wheels in its normal upright position while inside of your truck's bed. What's neat about the Velo is that the rods will rotate so the holders can grab your bike from any angle. By rotating the rods this also allows you to adjust the amount of space between your bike frame and the side of your truck bed. This way, you can position your bike close enough to the side of your truck bed to save space but not so close that your bike and truck bed make contact.
I have linked the Velo to this page as well as a video of the Velo with a different mounting style for you to see how the cradles operate and the bike installs in the bed for your convenience.
